‘Made with organic’ doesn’t mean ‘certified organic’

Food retailers and restaurants often sell products that contain organic ingredients. That’s not the same as the products being certified as organic. Does the practice represent an effort by businesses to mislead customers or is it simply companies doing the best they can?
