Softer retail sales may keep Fed rate unchanged

Retail sales, including autos, fell 0.3 percent last month and not the 0.1 percent decline that economists were expecting. The prospect of consumers cutting back on purchases may be enough to keep the Federal Reserve Board from raising its prime rate, a move that has been widely anticipated by businesses and investors.
