In-N-Out Burger Is Still Expanding. But Its New Location in Reno Seems To Be Stalled

In-N-Out Burger continues to expand rapidly. However, the opening of a location in Reno, Nevada, seems to have stalled. Let’s examine what we know about this.
In-N-Out Burger in Reno: Indefinitely Stalled?
According to the Reno Gazette-Journal, the former Redwood Rotisserie + Grill site is still unoccupied nearly six months after In-N-Out submitted a permit to construct its third store in Reno at the intersection of Plumb and Kietzke Lanes.
In August last year, In-N-Out Burger submitted two permits for 880 E. Plumb Lane: a conditional use pre-planning permission and a second conditional use application shortly after. The California-based burger business acknowledged then that it was considering setting up shop on Plumb Lane.
“We do hope to open a new restaurant in the proposed location in Reno,” Mike Abbate, In-N-Out’s VP of store development, said in an email to the outlet from last August. “At this stage, we are in the development application process, so it’s still too early to say when, or even if, we will be able to obtain the approvals necessary to open a restaurant there.”
In-N-Out is currently completing the application process for the new Reno location, a representative told the outlet.
According to the city of Reno’s permitting records, In-N-Out’s initial pre-planning permission was completed and processed in late August.
After the first permit was closed, a second one was filed and has now undergone engineering, fire, and planning evaluations. After In-N-Out Burger submitted adjustments following the initial evaluations, the permit’s final documented action took place in September. The municipal council and the planning commission must also review the permit.
If approved, the Plumb Lane facility will be the third In-N-Out Burger restaurant in Reno. In 2022, In-N-Out opened its second facility in Reno, next to Keystone Avenue, in West End Commons. Twenty years ago, in 2004, its original Reno restaurant opened on South Virginia Street.
Portland, Oregon, Is Getting Its Own Location Soon
While the popular burger joint is getting caught in the legal quagmire of paperwork in Reno, it is also getting ready to open its first-ever Portland, Oregon, location.
Eater claims that the California-based burger company has submitted plans to open a drive-thru restaurant near Portland International Airport at 11270 N.E. Holman St. This is the first concrete step in the long-awaited opening of the famous chain’s Portland location, which some Portlanders have been looking forward to for years.
This is not the only new location coming in 2025. Last year, it was announced that the well-known restaurant will open in Ridgefield, Washington, this year, 30 minutes from the Oregon border. The business also got approval from Washington County to build a restaurant in Beaverton, a move that had drawn criticism because of traffic problems.
Additionally, in September 2024, construction began on the first-ever “Midstate” location in Franklin, Tennessee. The heiress of In-N-Out Burger, Lynsi Snyder, told WSMV 4 that the move was “historic” for the burger company and that the first location would open in 2026 — much earlier than expected.
“This is a historic day for In-N-Out Burger. Breaking ground on this beautiful property is the first step in putting down roots in the state of Tennessee,” she said at the time. “We were drawn to The Volunteer State because of its commitment to quality, service and family, and cannot wait to begin serving Customers and communities by 2026.”
