Amazon.com’s HQ2 construction has run into construction delays and fewer employees reporting for work in Arlington, VA, than initially envisioned when the project was first proposed in 2018. “We have a mismatch of intent and strategy,” said Jim Russell, chair of the Virginia Statewide Community Land Trust. “HQ2 is infrastructure for an economic era that no longer exists.”
