Degrees help Blacks and Latinos less than Asians and Whites

The assumption has been that a lack of educational credentials has held back blacks and Hispanics. New research by the Federal Reserve Bank of St. Louis suggests the lack of progress by these minority groups goes beyond their ability to earn a college degree.
