Department Stores Rent Space to Drive Traffic

J.C. Penney, Matsuzakaya, a Japanese department store operator, and Sears have apparently come to the conclusion that one of the quickest ways to attract new shoppers to their stores is to rent floor space to Forever 21, Mango and other fast-fashion merchants.
