Department stores reopen in Arizona

J.C. Penney and Macy's are among the department store retailers reopening stores to the public in Arizona as that state has lifted its stay-at-home orders. Nordstrom reopened stores on May 21, although one location in Chandler is among 16 stores the chain has permanently closed.
