Government Can Prevent Mad Cow Testing

A federal appeals court has ruled that the Bush administration can prevent companies from testing animals for mad cow disease. Larger packers objected to a plan by Creekstone Farms Premium Beef to test all its cattle fearing it could drive up costs.
