ICSC: Retail Sales Will Rebound in Second Half of '09

Guest contributorThe International Council of Shopping Centers is projecting that retail sales will be down about five percent for the first six months of 2009 before it begins to gain some traction. The group is looking for retail to be down 1.8 percent for the year.
