Is Putin making McD's a scapegoat in Russia?

Were four McDonald's in Moscow closed due to "sanitary violations" or because Vladimir Putin is angry the U.S. and Europe are pushing back against Russia's illegal annexation of Crimea and support for separatists in Eastern Ukraine?
