Low-wage workers have more and better paying job options

Employers of low-wage hourly workers are finding that they have to offer signing bonuses and higher starting wages to recruit new employees in a market where there are more and better paying employment options. Industries including restaurants and retailers have been hurt as low-wage workers move into better paying jobs in construction and other industries.
