Minnesota Introduces e-Bike Rebate Program for 2024

Minnesota is introducing the Electric-Assisted Bicycle (e-Bike) Rebate program to make e-bikes more affordable for residents. Starting July 1, 2024, the program offers rebates of up to $1,500 on qualifying e-bikes, covering 50%-75% of the purchase price based on the buyer’s income. The total annual funding for rebates is capped at $2 million for 2024 and 2025.
How To Apply
For Individuals:
- Eligibility: Minnesota residents, at least 15 years old, not claimed as dependents in the previous tax year.
- Application: Opened June 5, 2024, at 11 a.m. Central Time via an online portal. Applicants need personal details, Social Security Number or ITIN, and 2023 adjusted gross income.
- Rebate Use: Certificates issued July 1 must be used within two months at approved retailers. Additional certificates may be issued if funds remain after Oct. 1.
For Retailers:
- Eligibility: Must have sold new e-bikes for at least six months before applying.
- Application: Opened May 1, 2024, at 8 a.m. Central Time via an online portal. Retailers must apply the rebate at the point of sale and request reimbursement from the state.
Qualifying e-Bikes and Accessories
Eligible e-bikes must meet Minnesota’s legal definition, including having a seat, pedals, and an electric motor not exceeding 750 watts. The rebate also covers certain accessories like helmets, lights, and locks if purchased with the e-bike.
Program Limitations
The program is designed to distribute around 1,300 rebate certificates annually, depending on the available funds. If additional funds are available after the initial distribution, more certificates may be issued. The program is set to run until 2026 unless extended.
