Money-losing stores close despite big chains' best intentions

A Target store opened in 2008 in a Black neighborhood in Baltimore was seen as a sign of faith in the community. Target says its decision to close the location in 2015 was a "last resort" that only happened after it was not able to turn a profit after years of trying.
