Retail Sales 'Non-Negative' for Fourth Straight Week

According to the International Council of Shopping Centers-USB, retail sales climbed slightly in the week ending February 21 - up 0.6 percent. However same-store sales declined 0.8 percent and the council expects those figures to be down 1 to 2 percent for the month.
