Some retailers are/aren’t charging consumers for shopping bags in Minneapolis

Target and Whole Foods are among a group of retail stores in Minneapolis not charging customers five cents for plastic and paper bags at the checkout. A new local ordinance, which requires retailers to charge customers a fee for each bag, went into effect on Jan. 1. Other retailers within the city limits are adding the bag fee to purchases.
