Gov. Brown says California law already has racial profiling at retail covered

California Governor Jerry Brown has vetoed a provision that would have specifically banned the practice of singling out potential shoplifters based solely on their race. “The Unruh Civil Rights Act — in a more expansive way — already prohibits the racial discrimination covered by this bill,” wrote Gov. Brown in a memo that explained his decision.
