A bill to be taken up in New York’s City Council today city would impose fines on retail and fast food employers that didn’t give workers at least 72 hours’ notice to report to work. “Retail businesses with five employees or more, or an average of five workers for the year” would be included in the measures. Chain stores would be treated as one employer.
