According to the latest numbers from First Data, retail spending growth is lagging behind that of last year, up 2 percent vs. 2.4 percent. Although retailers tried to keep inventory lean and bet on more exclusive in-store offers to drive store sales, shoppers are holding out for cheaper prices and, yet again, chains are resorting to deep discounting.
