According to a survey of retailers fielded by the International Council of Shopping Centers and Goldman Sachs Group Inc., nearly 74 percent of shoppers wrapped up their holiday gift buying in the week ending December 18th, pushing same-store sales at U.S. retailers polled up 4.2 percent.
