J.C. Penney to debut new loyalty program

J.C. Penney will launch a new loyalty program this week along with an upgraded mobile app that tracks customer rewards. The new program will allow members to roll over points from month to month and let Sephora customers use both Penney and its own rewards points toward purchases.
