New approaches are needed to deter organized retail crime

Retailers and lawmakers have to develop new approaches if they are serious about taking a bite out of organized retail crime rings. Going after and heavily punishing boosters, the people who steal merchandise from stores, has proven ineffective and the INFORM Consumers Act does not require online marketplaces to certify that goods sold on their platforms are not stolen.
